Yes, those are pop up headlights.

I’ll repost this tomorrow with the answer if nobody correctly identifies the car. I’m pretty sure there’s enough of a clue in there however.

Without Googling. I want to say 1936.

I loved this car as a kid. The styling and headlights.

Then I got older and found it had a ‘pre-selector’ for changing up and down.

Coffin nose Cord! I LOVED these cars as a kid. Had replicas if them in just about every size and body style imaginable. My grandma was always fond of them.
